There are few luxuries inside state prison. Some would say getting a painting from your child, or a Valentine's Day card from your spouse is one of them. But starting May 1, inmates won't be allowed to receive anything but handwritten letters on normal paper.
Despite its divided state government, New Hampshire’s governor and Legislature could find a way to reduce the state’s growing prison population and save money without increasing the crime rate.
