The Cost of Fear: An Analysis of Sex Offender Registration, Community Notification, and Civil Commitment Laws in the United States and the United Kingdom

“Stranger danger” has become a common phrase in the United States and the United Kingdom.1  The term has been used as an educational tool to protect children from danger, especially from sexually based crimes. 2 In both countries, highly publicized sex crimes have maintained public focus on the evil nature of sexual crimes and led to reactionary legislation.3 The two countries have taken different approaches in dealing with the public outcry.
